Tom Rutigliano

Achieving Equilibrium

Tom Rutigliano is the founder of Achieving Equilibrium, a consultancy focusing on integrating non-generation resources into wholesale power markets. Since founding Achieving Equilibrium in 2013, he has represented clients in the demand response, energy efficiency, energy storage and public power industries. He specializes in designing and advocating for market rules that fully and sustainably value non-traditional resources. Rutigliano has also worked for Exelon, Constellation and CPower (an early demand response company) where he advocated for demand response interests in ISOs, before FERC, and at state commissions. Before entering the electricity industry, he worked as a software developer and in electoral politics. He holds a master's degree in public policy in energy policy from the Harvard Kennedy School and a bachelor's degree in philosophy.
